    Responsible investments in VC funds

    The objective of KfW Capital as a wholly-owned subsidiary of KfW is to improve the supply of venture and growth capital for innovative technology companies in Germany. KfW Capital is investing in German and European venture capital (VC) funds with the support of the ERP Special Fund and the Future Fund of the German Federal Government. Since 2023, KfW Capital has not solely invested based on a sector- agnostic approach, but also specifically in the particularly important promotional sectors of climate and emerging managers via two special facilities.

    KfW Capital uses VC fund investments to indirectly improve access to growth capital through larger VC funds and strengthens Germany as a centre of innovation. KfW Capital is also invested in all four generations of the High-Tech Start-up Fund and in coparion.

    • The VC funds in which KfW Capital invests are obliged to finance innovative technology companies in Germany with at least the amount provided by KfW Capital.
    • As a responsible VC fund investor, sustainability is of particular importance at KfW Capital. In its investments, KfW Capital applies the Sustainability Guideline and its exclusion list. KfW Capital attaches importance to the target funds’ observance of ESG criteria.
    • KfW Capital is also active as a VC market developer. With the “KfW Capital VC Academy”, the “KfW Capital Awards” and ESG training courses, we are providing substantive impetus for the VC ecosystem.

    2023: significant increase in commitment volume in challenging times

    Commitments in the KfW Capital business sector amounted to around EUR 2.1 billion in 2023 (2022: around EUR 1.3 billion). The increase in volume to strengthen the VC ecosystem is mainly due to the following factors:

    • Successful start of new building blocks of the Future Fund of the German Federal Government (including ETCI, DTCF) see also the Future Fund Capital, which KfW Capital coordinates on its behalf.
    • Through KfW Capital’s own programme, around EUR 471 million was committed (2022: EUR 432 million) to 27 European VC funds to finance start-ups and innovative companies in Germany (via “ERP VC Fund Investments”, “ERP/Future Fund Growth Facility” and the new “Green Transition Facility”, which invests exclusively in Climate Tech funds). On average, the VC funds invest more than four times the capital contributed by KfW Capital in start-ups and innovative companies in Germany.
    • In November 2023 the Growth Fund Germany (“Wachstumsfonds Deutschland”), a central component of the Future Fund, reached the final closing. With a volume of EUR 1 billion, it is one of the largest VC funds of funds ever launched in Europe. KfW Capital acted as an investment intermediary. So far, the fund, two-thirds of which is fed with private capital, has already committed close to EUR 300 million in 18 VC funds in 2023. KfW Capital acts as an investment adviser for the fund, which is managed by the private capital management company Universal-Investment-Gesellschaft mbH.
